"Add Comment to Issue" should not create public comment in Service Desk project
Description
If option "Add Comment to Issue" is enabled and a reminder is added to a service desk project, the comment should be internal. Else the customer gets a mail with the content of the comment.

This is a reasonable request. I need to check API, whether it allows us to do it or not.
